HCS SCS SB 515 -- RECORDERS OF DEEDS SPONSOR: Yeckel (Kennedy) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Local Government and Related Matters by a vote of 17 to 0. This substitute sets a standard format for documents which are recorded by a county recorder of deeds. The new standard format also applies to the Recorder of Deeds for the City of St. Louis. The substitute allows an additional filing fee of $25 for items that do not meet the standard format requirements. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the bill allows records to be recorded in a standard format. Testifying for the bill were Senator Yeckel; Recorders Association of Missouri; and Missouri Bar Association. OPPONENTS: Those who oppose the bill say that builders of homes need to record different size documents. Many documents are required to be recorded by other agencies. These agencies require the recording of documents that do not comply with the proposed law. The bill should allow more time for compliance.
